Note about the Law on Right of Access to Information
Students enrolled in Open Education Faculty, Faculty of Business Administration and Faculty of Economics should make their applications concerning the Law on Right of Access to Information to Central Administration of Open Education Faculty or Open Education bureaus in provinces, to ensure that their application is handled in due time.
Questions in midterm, final and make-up examinations of Business Administration and Economics programs are subject to copyright protection in accordance with Law no. 5846. Our University owns the copyrights of these questions. The questions are pooled in a test bank and used for examinations. In accordance with Article 24 of the Law on Right of Access to Information, the University, copyright owner of questions, will not handle the applications about the questions.
Examinees are not allowed to note down the options they select in an examination, for the sake of security. The violation of this rule is regarded as cheating. Accordingly, students should not ask for the answer key. Moreover, answer key is an inseparable part of questions that are collected by paying copyrights. Therefore, applications concerning the answer key will not be handled as well.
Because answer sheets are assessed in data processing environments and it is approved by judiciary authorities that there is no error margin in these assessments, students’ applications concerning answer sheets will not be handled. Answer sheets are only presented to judiciary authorities if required in a court case.
Furthermore, students cannot object to their grades. The explanation concerning this point is included in examination guides. Thus, applications concerning the re-assessment of answer sheets will not be taken into consideration.
As a result, we announce that applications in accordance with Law no. 4982 on Right of Access to Information, concerning question booklets, answer keys and answer sheets will not be taken into consideration.
Article 44 of Law no. 2547 reads as follows: “The duration of study is not limited to these periods for students enrolled in Open Education Faculty unless they enjoy student rights”. Thus, the students enrolled in Faculties of Business Administration and Economics, and bachelor’s degree programs in Open Education Faculty may enjoy student rights for seven years, and the students enrolled in associate programs of Open Education Faculty may enjoy for four years.
After the end of these periods, students are allowed to continue their education by taking examinations provided that they renew their enrollment; however, they cannot benefit from student rights.
Nevertheless, students enrolled in Associate Programs of Vocational Education, which are launched on the basis of protocols with other institutions (Justice, Air Force, Naval Forces, Gendarmerie, Land Forces and Police Forces), continue the program for four years provided that they fulfill their legal obligations. Students who do not succeed at the end of this period are dismissed from the faculty.
Students who are enrolled in a faculty offering open education have to take all the courses entailed by their class, department and program. These students are not exempt from, in any case, any courses they took and succeeded during their previous higher education (including the faculties within Distance Education System).
Students who take Student Selection Examination and are placed to a university when studying in a faculty offering open education can enroll in the first year of the department and program, provided that they cancel their previous enrollment. These students are not exempt from, in any case, the courses they took and succeeded previously.
Students who are enrolled in a faculty offering open education cannot, for any reason whatsoever, transfer to another faculty, department or program.
These students cannot transfer from departments and programs within open education system to formal higher education.
Students who graduate from two-year associate programs of Open Education Faculty are eligible for taking external transfer exam held by Student Selection and Placement Center (ÖSYM) and transfer to formal higher education, in accordance with the “Regulation on the Transfer of Graduates of Vocational High School and Open Education Associate Programs to Undergraduate Education”.
Final-year students and graduates may apply for these exams held by Student Selection and Placement Center (ÖSYM) in due time.
Moreover, final-year students and graduates of Vocational High School and Open Education Associate Programs may enroll, through external transfer, in the Faculties of Business Administration and Economics offering open education, provided that they meet the conditions announced by the University.

People who succeeded in the first- and second-year courses of faculties or vocational high schools offering undergraduate degrees and left the university achieving an associate degree are entitled to apply for the continuation of their education, according to the quotas and conditions announced by the University every year. Provided that their application is accepted, they can get enrolled in the third year of programs.

Students who are enrolled in any formal education program of a university or who graduated from such a program can get enrolled in bachelor’s or associate degree programs of Open Education, Business Administration and Economics Faculties, which offer distance education, without need to take Students Selection Exam again, provided that they meet required conditions.

Except for the ones studying in Tourism and Hotel Management, Pre-school Teaching and English Language Teaching programs of Open Education Faculty, students are not obliged to have internship or practical training.
Typing Skills in the second year of the Program in Office Management and Secretarial Training is a practical course which does not require obligatory attendance whereas School Experience (observation) in the second year and Teaching Practice and School Experience (internship) in the fourth year of the Program in English Language Teaching, and Practices in Preschool Teaching in the third year and Teaching Practice in the fourth year of the Program in Preschool Teaching are the courses which require obligatory attendance of students.
The period of internship for students enrolled in Tourism and Hotel Management 90 days. Students have to comply with the conditions of internship that the Deanship introduces. When the Deanship assigns an internship for a student, he/she must do the internship on the date and location determined by the Deanship unless he/she has a valid excuse.
Students may arrange an internship in an enterprise holding a certificate of tourism provided that they receive the approval of Deanship. Internships in enterprises which do not have a certificate of tourism are not valid. Students are responsible for submitting to the Deanship a document indicating that they have done their internship. Students who do not do internship cannot graduate from this program.
Information about the internship procedures will be sent later.
Typing Skills offered to second-year students in Office Management and Secretarial Training is a practical course whose aim is to teach students touch typing. The details concerning this course and its examinations will be sent to students who take the course.
In accordance with Article 5 of the Regulation on Teaching and Examinations in the Faculties within Distance Education System at Anadolu University, students must have internships and take practical courses in the faculties and departments where these components are obligatory.
Acquiring a pass requires different procedures in every province in accordance with the relevant legislation of the municipality. The procedures for acquiring a pass will be announced by our bureaus in provinces.
The whole fee collected from students for pass procedures are paid to municipalities.
The disciplinary procedures and rules in Open Education Faculty do not differ from those applied in the faculties offering formal education.
Disciplinary proceedings will be initiated and the provisions of Regulation on Students Discipline will be implemented for students who engage in behaviors which do not comply with student status and who interrupt teaching and learning processes in Bureaus, Academic Counseling Centers and examinations, and during enrollment and enrollment renewal procedures.
Our students should not forget that they are students in the University and other academic environments as well as in Open Education Bureaus.
Students who are enrolled in faculties offering open education can take midterm, final and make-up exams and enjoy student rights throughout the academic year provided that they renew their enrollment. In other words, students who do not have their enrollment renewed in due time cannot take exams and enjoy other student rights (e.g. certificate of student status, pass, etc.) in the academic year for which they did not renew their enrollment.
Students enjoy all students rights if they have their enrollment renewed. However, students who have their enrollment renewed at the end of their normal period of study can continue their education, but cannot enjoy any student rights (e.g. student ID card, certificate of student status, pass, etc.).
Students who do not have their enrollment renewed in subsequent two years, whatever their class is, will be dismissed from the Faculty. These students are not eligible for renewing their enrollment in following academic years, and have to start their education from the first year and take all the courses even if they are placed in Open Education Faculty after taking the Student Selection Exam.
Students who do not have their enrollment renewed in an academic year due to a valid excuse are allowed to renew their enrollment in the following year and continue their education. However, as mentioned above, provided that they do not have it renewed in subsequent two years, they will be dismissed from the Faculty.

In addition, students can also receive their entrance card from the Bureaus of Open Education Faculty.
It is heard that some private institutions duplicate and sell the question booklets which were used in previous open education exams.
The questions in these booklets are in the Internet-based test bank of Open Education Faculty.

Students enrolled in faculties offering open education take three examinations in a year. These exams are held in sessions. Students take these midterm, final and make-up exams in the provinces where the bureaus they are registered is located.
Students will take midterm and final examinations on the dates mentioned in Academic Calendar, and students who do not succeed in final exams will take make-up examinations of the courses which they fail.
The problems in television broadcasts of courses are not a hindrance to holding midterm, final and make-up examinations and do not affect the scope of exams.
The organization, implementation and assessment of exams are carried out by Anadolu University.
The information about the exact location (province, building, room) of any midterm, final and make-up examination is written on examination entrance card.
Students who have not received or have lost their EXAMINATION ENTRANCE CARD can acquire these cards from the Bureaus of Open Education Faculty, at least one week before the exam.
Students are obliged to take the exams in the province, building, room, and on the date mentioned in Examination Entrance Card sent by Anadolu University. Students who do not take the exam in the location and on the date mentioned in Examination Entrance Card cannot take a make-up exam in another location and date even if they have an excuse. That is why it is not possible to reserve examination rights. Students should definitely take their exams. Because it is not possible to reserve examination rights, in accordance with the system and regulation and because this point is clarified here, applications for a make-up examination will not be taken into consideration in order to prevent unnecessary correspondence.
Students who do not take midterm examination due to an excuse can take final and make-up examination, and students who do not take final examination due to an excuse can take make-up examination.
Students should take their student ID card to each examination. Students who do not have their student ID card are not allowed to take an examination. That is why students who lose their ID cards should apply to Bureaus of Open Education Faculty in working hours one week before the exam, at the latest. The Bureau will give a proof of student status which is valid only in examinations until their student ID card is ready. This certificate will not be given to students who do not apply for a new ID card. If students who take an examination with their temporary certificate do not apply for a new student ID card, they will not be able to receive proof of student status and enter following examinations.
The Bureaus of Open Education Faculty are open on Saturdays and Sundays when there is an examination and provide services to students.
Students should take the following documents to an examination:
- Examination entrance card of the examination concerned,
- Student ID card, or “Proof of Student Status for Examinations” granted by Bureaus to students who have lost their ID cards,
- An ID card bearing a photograph (national ID card, driver’s license, etc.).
If arrested and convicted students want to take an examination in prison or detention house, they should apply to Ministry of Justice Directorate General for Prisons and Detention Houses through the mediation of prison administration or relevant office of the public prosecutor one month prior to each examination (considering the possibility of being released).
The direct applications of students, prison administrations and relevant offices of the public prosecutor to Anadolu University, relevant faculties or Bureaus of Open Education Faculty will not be taken into consideration.
The names of students should be included in the list sent by the Ministry of Education to our University. Students whose names are not in the list cannot take the examination in prison.

Students are not allowed to ask questions and talk to invigilators during examinations. Likewise, invigilators should not talk to students in a low voice. Students are not allowed to bring course materials such as books and notes to the examination room. The IDs of students who are caught cheating, who attempt to cheat, or who assist cheating will be registered to INDIVIDUAL EXAMINATION CANCELLATION FORM by invigilators, and the exams of these students in the session concerned will be invalid. Invigilators do not have to warn the students who cheat.
If invigilators who are authorized to supervise the examination report that examination rules are not observed and that students attempt to cheat collectively in the examination room, and if the examination center of the University concludes after their investigation that students are engaged in collective cheating, the competent authorities of Anadolu University cancels the examinations in that session of all students in the examination room. - Students are obliged to comply with all warnings of invigilators during the examination. Invigilators can change the seats of students, if required. The examinations of students will not be valid unless they comply with exam rules. The IDs of students who do not comply with the directives of invigilators; who insult, assault or threaten invigilators; who speak in a loud voice and disturb other examinees in the examination room; who leave the room when it is not permitted to go out; and who interrupt the examination are registered to INDIVIDUAL EXAM CANCELLATION FORM by invigilators, and the exams of these students in the session concerned will be invalid.
- Students are not allowed to leave the examination room, for ant reason whatsoever, during the examination. They are not allowed to go out in the first 30 minutes and last 5 minutes though they finish the examination.
- Students should write their given name, family name, student number and the number of examination room on the question booklet before beginning to answer the questions. Question booklets will be collected at the end of the exam and checked one by one in the examination center. Even if only one page of the booklet is missing, the student’s examination will be invalid.
- Students should check whether the given name, family name and student number written on the answer sheet is correct. They should warn the invigilator and get their own answer sheet if the sheet does not belong to them. Then, they should fill out an oval for each character of their student number and test group, write their given name and family name, and sign the sheet. The examinations of students who mark more than one test groups on the answer sheet or use an answer sheet which does not bear their name will be cancelled.
The University will decide on the validity of exams of students who did not write their given name, family name and test group and did not sign question booklet and answer sheet. These students do not need to apply to our University and faculties because of abovementioned incomplete procedures. The applications will not be taken into consideration. - Students should take exams with no covering on the head. Students who enter the examination room with a covering on the head or cover their head after entering the examination room will be asked to leave the room. The ones who insist on not leaving the room are registered on Examination Form with the explanation of dressing. All examinations of a student registered on Examination Form and Individual Examination Cancellation Form will be invalid.
- Students should use a dark black pencil for any marking on the answer sheet. Pens and ball-point pens should not be used under any circumstances. ALL ANSWERS SHOULD BE MARKED ON ANSWER SHEET. The markings on question booklets will not be evaluated. The answers of questions about a certain course should be marked in the column of the given course. Markings in a wrong column will not be evaluated.
- Students can use the margins in the question booklet for scrawling. Students are not allowed to use any other draft paper. The exams of students who are engaged in such an act will be invalid.
- Students are not allowed to note down and take out their answers to questions. The exams of students who act against this rule will be invalid.
- Students are not allowed to smoke or exchange pen, eraser, etc. during exams. The exams of students who act against this rule will be invalid.
- Students are allowed to use a calculator during exams. However, it is forbidden to use digital equipment such as databank, calculators with an alphabetical keyboard, etc. Students are not allowed to exchange their calculators during exams. The exams of students who act against this rule will be invalid.
- Students are warned in the examination entrance card that they are not to allowed to bring in communication means such as wireless, mobile phone and pager, and devices used for recording such as camera. Students who have these devices with them despite the warning should hand them to the senior invigilator and take them back at the end of the examination. Otherwise, their examinations will not be valid.
- Students should not bring a gun – even sa licensed or official one – to the building where the exam is held. Students with a gun will not be allowed to enter the building and take their exam. If they enter the examination room by any means whatsoever, they will be asked to leave. Their examinations will be invalid.
- Students are not allowed to take an examination with a uniform, excluding privates and noncommissioned officers.
- Students should personally hand their answer sheet and question booklets to invigilators when their examination is finished. Students who do not hand in all required items will be subject to an inquiry, and their examination will be invalid.
Article 11 of the Regulation on Teaching and Examinations in the Faculties within Open Education System stipulates that the examinations of students who breach exam rules, threaten the peace and functioning of an exam, interrupt an exam for a long or short time, insult invigilators, leave the examination room before the time announced and do not obey the warnings of invigilators during an exam will be invalidated by the Dean.
In accordance with Article 12 of the Regulation on Instruction and Examinations in Faculties Offering Education within Open Education System, students whose examinations are invalidated due to unfair practice are not allowed to take the examination of any course throughout the first period of examination which follows the examination during which they are involved in cheating.
Students whose examinations are invalid get zero points from these courses. That is why students should definitely comply with abovementioned examination rules.
Examination results will be posted to students approximately 30 days after the examination date, and announced at http://aofburo.anadolu.edu.tr
Two types of documents – answer sheet and question booklet – are used in examinations.
Data processing methods are used to assess examinations; and to record, tabulate and keep grades; and to announce them to students. Since answer sheets are checked through optical readers two times, there is no error margin in the assessment of examinations. Thus, students cannot object to exam results.
The answers to questions of each course should be marked in the column of the given course. Markings in a wrong column will not be evaluated. Students should mark their answers in the column where the name of the course is written.
All exams are in the form of multiple-choice tests and assessed through computers. In these exams students should succeed in each course separately. During the assessment of exams, students will get scores for their correct answers, but will not lose scores for incorrect answers. Thus, students should not leave any questions unanswered. The exams are assessed out of 100. This score – 100 points –s is divided by the number of questions for each course to calculate the point of each question. In other words, every question has equally weighted points. A student’s score for each course is calculated by multiplying the number of correct answers by the point of questions.
A sample calculation would be as follows:
- Suppose that a student received 70 from the midterm examination and 60 from the final examination.
- Since the weight of midterm examination is 30%, student’s score would be 70 x 30 : 100 = 21
- Since the weight of final examination is 30 %, student’s score would be 60 x 70 : 100 = 42
- The sum of midterm and final examinations, 21+42=63, would be the total score of this student.
Students who do not enter the midterm examination may take final and make-up exams. Provided that 70% of their score is minimum 50, they will be deemed successful.
Students who fail maximum 2 of the courses they take are eligible for taking the courses of the upper class. Students who fail 3 or more courses must repeat these courses and take their examinations. These students are not permitted to take the courses of the upper class.
