DES bureaus are the units which carry out student affairs services on behalf of the Open Education Faculty in provinces.
Services that OEF Bureaus offer to students are explained below. The addresses of bureaus are given in the registration and renewal guides.

Distribution of Textbooks
The textbooks are distributed in OEF bureaus during enrollment and enrollment renewal procedures.

The distribution of textbooks in bureaus will continue until April 1, 2007.

The textbooks of English and Atatürk’s Principles and History of Turkish Revolution are in two-volumes. Other textbooks are one-volume books.

Proof of Students Status
Students can receive a proof of student status by coming to bureaus personally. However, if student information on computerized logs is incomplete, students cannot receive a proof of student status before completing their information. That is why students should come to bureaus personally when they request a proof of student status for the first time. After the missing information is completed, they can request it by post.

Proof of student status bears a photograph upon the request of students.

Suspension of Military Service

Students can request a certificate of student status (Appendix C2) by coming to bureaus personally or by post.

If students send a letter to bureaus indicating that they require a certificate of student status (Appendix C2), the certificate will be sent to recruiting office concerned.

Recruiting offices impose fines to students who have not applied in due time though they are of military age. That is why students who are summoned for military service procedures should receive a certificate of student status (Appendix C2) from bureaus and submit it to recruiting offices. Our University is not responsible for any problems.

The certificate of student status is not given, in accordance with the law on military service, to students who are over 29 years old. Undergraduate students who completed their 7th year in the Faculty of Economics, Faculty of Business Administration and Open Education Faculty, and associate students who completed their 4th year in the Open Education Faculty cannot receive a certificate of student status because they cannot enjoy student rights. The periods during which they do not have their enrollment renewed is counted as a part of abovementioned durations. However, the bureaus can give a letter explaining this situation upon the request of students.

Transfer students who are enrolled in preparatory program for undergraduate education and students who benefit from second university opportunity cannot enjoy the right to suspension of military service.

Students who succeed in all the courses in preparatory program can benefit from the right to suspension of military service when they are enrolled in the third year of the program, provided that they submit a document received from recruiting office.

Students who benefit from second university opportunity can enjoy the rights about military service provided that they cancel their enrollment in formal education program and they submit required documents to OEF bureaus in due time.

Students who want to do their military service when still enrolled in an open education program can receive a letter to be submitted to recruiting office so that they can do their service without discontinuing their education.

Transcript
Transcripts given to current students show the courses the students have succeeded so far as well as the courses s/he is responsible for the academic year concerned.

Transcripts are either given to students or posted to persons or institutions mentioned by students in their petition.

Explanations concerning the transcripts given to graduate students or dismissed students are available in Article II.1.3.3 of this guide.

Renewal of Student ID Card

If students lose their diploma or the diploma is in a unusable state, they can request a new one coming to bureaus personally. Students who lost their ID card can apply to the OEF bureau after depoisting 10.00 YTL to T.C. Ziraat Bank Eskişehir Branch, account no 40003689-5001 of the Anadolu University Floating Capital Management. Students need to write a letter about their demand to the bureau and attach the original bank receipt to the letter.

If students pay the amount required for the renewal of ID card through a letter to the bank, postal money order, EFT, cargo, etc., their payment will not be taken into account and will not be reimbursed.

Students can receive their new student ID card from the bureau to which they are affiliated.

Students who make an application for a new ID card from another bureau should receive their ID card from the bureau to which they are affiliated, not from the one they applied to.

Students should come to the burea personally and present an ID card bearing a photograph (national ID card, driver’s license, etc.) to be able to receive their new student ID card.

If students find the card they lost or renounce their request for a new student ID card, the amount of money deposited to bank will not be reimbursed.

The bureaus do not take account of the applications by mail.

Cancellation of Enrollment

Students who wish to cancel their enrollment should make a personal application to one of OEF bureaus. The application of final-year students who are likely to graduate after final or make-up examinations will not be taken into consideration until the results of examinations are announced.

Students should submit the following documents to OEF bureaus for the cancellation of enrollment:
  • A signed and dated letter indicating clearly that the student wishes to cancel his/her enrollment,
  • Student ID card,
  • Bank receipt or print-out from Bureau-Web indicating that the second installment of tuition has been paid.

Students cannot apply for the cancellation of enrollment by post!

Students should make a personal appearance in the bureau for cancellation of enrollment.

Family members such as mother, father, sibling or spouse cannot apply on behalf of the student. A student whose enrollment is cancelled cannot get re-enrolled unless s/he is replaced in Student Selection and Placement Center examinations.

Students who cannot submit their student ID card should prove their identity by specail ID cards. Otherwise, their enrollment shall not be cancelled. Because the cancellation of enrollment is communicated to the student, to recruiting office and to the central computer system of the University simultaneously and because it is not possible to invalidate the cancellation, students should not apply to bureaus before deciding definitely.

Changes on Information

Students can make changes on information through bureaus or Bureau-Web according to the nature of the change. Following changes can be made through Bureau-Web:

Open education students can change their address, bureau, examination center and telephone number through the Internet. Students who wish to change their address, bureau, examination center and telephone number should go to http://aofburo.anadolu.edu.tr and use their password to make these change.

Students who do not have access to Internet can apply to OEF bureaus to change their information. Family members such as mother, father, sibling or wife cannot make these changes on behalf of the student.

If examination center is changed after the organization of examinations has begun, this schange will be valid for the next examinations. That is why, students should take the following dates and explanations into consideration before changing their examination center.

If a student has his/her address and examination center changed until January 25, 2007, s/he will take midterm examinations in the academic year 2006-2007 in their new examination center. The changes after this date will be valid for final and make-up examinations.

If a student has his/her address and examination center changed until April 4, 2007, s/he will take final examinations in the academic year 2006-2007 in their new examination center. The changes after this date will be valid for make-up examinations.

If a student has his/her address and examination center changed until June 6, 2007, s/he will take make-up examinations in the academic year 2006-2007 in their new examination center. The changes after this date will be valid for the following academic year.

Following changes can be made at OEF bureaus:

If identity information of a student changes, s/he should apply to OEF bureaus and submit the documents (e.g. court decision, international certificate of marriage, certified copy of identification card) required for making change.

Students whose given name, family name or date of birth has changed should request for a new student ID card without any charge, in accordance with Article II.2.5 in this guide.

Certficate of Associate Degree

Undergraduate students of Faculty of Business Administration, Faculty of Economics and Open Education Faculty, who succeed in all first- and second-year courses can receive this document if they make a written application to OEF bureaus.

Students do not need to cancel their enrollment to receive this certificate.

Certificate of associate degree is ready in minimum 15 days after the announcement of the results of final and make-up examinations.

Studens should not apply for a certificate of associate degree before this 15-day period.

Associate Degree Diploma

Undergraduate students of Faculty of Business Administration, Faculty of Economics and Open Education Faculty, and programs in English Language Teaching and Pre-School Education in Open Education Faculty, who succeed in all first- and second-year courses can receive this diploma if they make a written application to OEF bureaus. They should have their enrollment cancelled.

Students who discontinue their undergraduate education receiving associate degree can only enroll in bachelor’s degree completion program explained in Article VI. 6. of this guide. If these students take Student Selection Examination and are placed in Faculty of Business Administration, Faculty of Economics and Open Education Faculty, and programs in English Language Teaching and Pre-School Education in Open Education Faculty, they will begin their education from the first year. Students will not be exempt from the courses they succeeded in previous years.

After receiving the result of examinations by post, apply to an OEF bureau with a letter indicating that “you want to cancel your enrollment and receive associate degree diploma”, student ID card, bank receipt of second installment of tuition and a print-out from Bureau-Web. Students cannot receive their diplomas unless they pay their tuition.

Your letter and student ID card will be examined in the bureau, and your application will be communicated to the Central Bureau.

Your diploma will be ready 15 days after your application. You can receive your diploma from the bureau where you made the application. Diplomas are not sent by mail. They are delievered to graduates or their assignees.

You have to submit an ID card bearing a photograph when receiving your diploma to check whether the identity information on the diploma is correct.

Certificate of Achievement

Students who directly pass their class in the second year of their education in English Language Teaching program can be awarded a certificate of achievement upon their request. Students who wish to receive this certificate should apply to AOF bureaus 15 days after the announcement of final or make-up examination results.
